We are searching for a Junior Buyer for our Power Distribution – Philadelphia location.

Major functions:

Under the general guidance of a supervisor, the Junior Buyer will perform a variety of duties such as:

• Taking daily direction from management and senior buyers
• Performing many of the tactical procurement duties in the Purchasing Organization
• Procuring and expediting goods and services per the current “Terms and Conditions” with the assurance of maximum quality, minimum cost and timely delivery
• Collaborating with other functional organizations such a receiving, inspection and engineering to assure no product process bottlenecks
• Having daily interaction with suppliers to ensure the open commitment report is received and responded to by the supply base
• Maintaining records concerning government contracts, small business administration records, Purchase Order (PO) packages, including all justifications and approvals
• Maintaining of Equal Opportunity and Non-Segregated certifications

You will demonstrate success by:

• Ordering material per “ERP” documents in conjunction with experience, history and economics
• Creating PO package with all required documentation; i.e., Price Analysis, Justification Worksheet, PPV, Excess, etc.
• Expediting critical shortages, reduce IR and SCAR counts, reduce open invoices, monitor, cancel and reschedule messages
• Performing purchase quantity analysis to obtain best possible price and reduce PPV
• Coordinating Marketing requests for proposals. Use price model to perform material analysis
• Procuring materials and services in a timely fashion on the basis of company requirements
• Creating and maintaining proposal price models for customer quotations
• Continuously seeking out new suppliers to increase supply resource, cost reduction and improve quality
• Maintaining the current blueprint revision level and quality requirements
• Maintaining purchase order files in compliance with the FAR
• Reviewing price breaks and establishing it with vendor for additional economic purchases versus high-level inventories
• Establishing and maintaining good relationship with vendors and strive to increase a business-like atmosphere
• Keeping abreast of market prices, newly developed materials and manufacturing procedures
• Keeping management informed of updated developments, which occur outside of the Company
• Ensuring confidentiality of proprietary information – may require DOD security if access to classified information is necessary
• Maintaining professional attitude
• Coordinating correspondence with suppliers on quality, delivery and PPV performance
• Maintaining required reports and records including supplier corrective actions
• Keeping calendars and schedules, makes travel arrangements
• Typing, filing, shorthand, as required.
• Utilizing personal computer for word processing and spreadsheet applications
• Demonstrating general knowledge of SPD organizational structure, products and policies
• Performing other duties as required

Technical/Functional skills:


Education/Experience/Licenses etc.:

• Business/technical degree preferred or equivalent
• CPSM/CPIM certification preferred
• Engineering oriented with direct experience in purchasing machined parts, sheet metal, welding, injection moldings, castings, forgings, or other mechanical commodities
• Minimum 5 years’ experience utilizing ERP system within a manufacturing environment to procure material
• Active membership and participation within a Purchasing Management Association, certification preferred
• PWA/PCB experience – Desired
• Experience in Government Procurements per FAR / DAR
• Business experience,
• Must have excellent communication and negotiation skills
• Ability to understand engineering documents
• Ability to interpret and negotiate contracts
• Strong ability to reason/problem solving skills
• Ability to supervise subordinates
• Effective utilization of an ERP system to purchase goods and services within a manufacturing environment
• Commodity buying and market place knowledge and experience in the commodities assigned
• Ability to organize and prioritize work. Being self-directed and multi-tasking is essential
Must have Microsoft Office skills (Word, Excel and Power Point)
